It is worth revisiting what happened in 2018 when Russia introduced NotPetya into the Ukrainian banking system to destroy the Ukrainian economy. Due to our interconnected global economy and digital systems, NotPeyta spread and shut down big global companies including Maersk, FedEx, Merck, Mondelez and others and caused US$10 billion in damage.
Unfortunately, Russia is not the only country which uses hybrid warfare. The US, China, Iran, Saudi Arabia and other countries have used various forms of hybrid warfare, which is now supercharged by digital technology and also includes disinformation ( manipulating public opinion through fake news, propaganda and social media), economic coercion ( leveraging trade dependencies, energy ), cyber operations (data theft, digital disinformation, attacks on critical infrastructure), sabotage and proxy actions to destabilize countries and regions.
The EU and Canada both need to consider that the US under Trump is using hybrid warfare , including tariffs to undermine traditional democratic principles, human rights, multilateral institutions and sovereignty of democratic countries. These hybrid threats undermine our abilities to defend our countries from autocratic aggression. The issue in the end is how to protect ourselves against hybrid warfare when our societies are so intertwined with that of the US.
